Advanced analytical software for teaching and academic research. The software offered under this agreement consists of a standard SAS® Education Analytic Suite package of commonly used SAS® products, plus SAS VIYA. There is also the option to licence additional individual products from SAS's Advanced Analytics Group of products.

Other organisations aligned with Jisc’s charitable objectives of supporting education, research bodies and the public sector may ask to participate in the Agreement. Chest will liaise with the Supplier about any such requests.
Please be aware: a two-tier pricing structure exists for this Agreement effective 1 August 2024. Existing customers renewing licences exactly as is will benefit from legacy pricing; any institution changing their SAS licence compared to last year, or any new licence (be it from an existing SAS customer or a new SAS customer) will move onto SAS's new pricing model. This Agreement is for renewing institutions only; all new customers should see these pages.
The first Chest Agreement with SAS was negotiated nearly 30 years ago
Licensor: SAS Software Ltd, registered in England and Wales (company number 1316437), whose registered office is Wittington House, Henley Road, Medmenham, Marlow, SL7 2EB.
This Agreement is for SAS Education Analytic Suite (EAS) and SAS VIYA. In line with SAS's global licensing model, it offers licences for these products and a range of additional modules at the following levels:
Institutions which licenced SAS during the 2023/2024 licence year are able to renew their licences 'as is', thereby choosing between 'Research and Teaching' and 'Research Only' licences; all other orders have the above choices. Definitions of these terms are below, and are repeated on the 'Products and Pricing' tab.

Department Licence
The Software may be accessed and used only by Users and Students for the purposes of participating in Teaching and Research activities, as defined herein, conducted within a single school or college of a DGI that are dedicated to a single subject ("Department"). Where there are multiple Departments within a single school or college, a separate license is required for each Department that will use the Software. The Software may be installed on any number of items of Authorized Hardware running the operating systems identified in this Supplement subject to the terms and conditions of the Agreement.
Faculty Licence*
Customer represents that it is a Midsize University where a “Midsize University” is defined as a DGI that has ten thousand (10,000) students but less than or equal to twenty-five thousand (25,000) students enrolled on a full-time equivalent basis. The Software may be accessed and used only by Users and Students for the purposes of participating in Teaching and Research activities associated with Customer. The Software may be installed on any number of items of Authorized Hardware running the operating system(s) specified
in this Supplement subject to the terms and conditions of the Agreement.
Campus Licence*
Customer represents that it is a Large University where a “Large University” is defined as a DGI that has more than twenty-five thousand (25,000) students enrolled on a full-time equivalent basis. The Software may be accessed and used only by Users and Students for the purposes of participating in Teaching and Research activities, as defined herein, associated with Customer. The Software may be installed on any number of items of Authorized Hardware running the operating system(s) specified in this Supplement subject to the terms and conditions of the Agreement.
Professor / Researcher Licence Customers requiring a Professor / Researcher Licence should refer to the SAS - New Agreement
*In other (i.e. non UK&I) academic markets SAS defines these categories by Student numbers and Small / Midsize / Large university categories. These are NOT applicable to Chest customers. Under this Agreement, Chest customers are to use the familiar UK HE administrative categories of Department, School/Faculty and Campus.

EXISTING CUSTOMERS
Legacy customers (ie those who held a SAS licence during the 2023/24 licence year and renewed as is) can continue to order VIYA up to the same level for free. For example, if an institution has a Campus licence for SAS, they can also have a Campus licence for VIYA at no additional cost; if they have a Department licence for SAS they are only entitled to a Department licence for Viya at no additional cost.

Any customer who changes their order from previously, or who did not hold a SAS licence during the 2023/24 licence year, should refer to the 'New Customers SAS Agreement'
NB: THE SAS VIYA PLATFORM HAS SPECIFIC INFRASTRUCTURE REQUIREMENTS WHICH MAY HAVE ADDITIONAL COST IMPLICATIONS. Consult the SAS Support site for SAS VIYA System requirements and installation guides.

Using the Chest/SAS Order Form, the institution should order SAS VIYA v4.0 software as an add-on to its exiting SAS software stack. This stack is licensed under the Chest Agreement with SAS.
The environment within which SAS VIYA is to be hosted is the institution’s choice and its responsibility to acquire, install and maintain. Assuming that this is accepted, the following steps are necessary for obtaining SAS VIYA:
This whole process depends on quick responses by ALL parties and could potentially happen within a few days of being initiated.
Ordering
1 August 2024 marked a brand-new SAS Chest Agreement. As such, if you require a licence for SAS you must submit a new order. Not just a PO, but an actual order. It is the order form that creates the contract between institution and software supplier, and no licence will be issued unless an order form has been submitted.
Ordering is online – on these webpages look for the green ‘Order Now’ button. You do need to be registered and logged in to place an order. The 'How to order' page provides some assistance with the order process.

Invoices & POs
Licence Keys
Whereas previously SAS have only released licence keys once your invoice has been paid, as part of the changes to their global terms, they are now issuing full term licence keys upon receipt of the order. As such, licence keys should be with you within a few days of ordering, although we are expecting a run in the very early days of the Agreement so please allow time for both Jisc and SAS to process orders.
Software distribution
There's no need for SAS to be distributed to users on discs. SAS sends the University's main SAS contact an email containing a software download link and the annual license key. Typically, this software download email is then forwarded to each user. The user then downloads the software from the SAS website using the download link.

SAS will use reasonable efforts, either by telephone, fax or email to help the Site solve specific problems with installation or use of the SAS software. This advice and support will be communicated to the nominated contact and/or his/her deputy at Licenced Sites during normal business hours within the UK. It may not be possible to solve all problems or correct all errors in the Software. Most versions of SAS Software will be supported, but if Sites do not choose to install the most current release of SAS Software, the level of technical support may diminish over time.

One copy of system releases and/or New Versions and new supporting documentation will be sent by SAS to each Licenced Site as and when they become commercially available.
The preferred media distribution is via Electronic Download. However, SAS can provide a copy of the media on DVD should this help.
A platform availability list and system requirements guide will be maintained by the Supplier on its website.
Virtual and Cloud Computing installations are permitted, provided that the use of the Software remains solely for the “Educational Purposes” described the SAS Licence Terms and Conditions.

SIDS/SETINITS will be supplied to a Site when payment for the products has been received by Chest. SIDS/SETINITS are product authorisation codes; a program which, when applied to the Software, allows the Software to operate for its designated term.
Technical Contacts are designated to receive software and SETINITS. He/She will be from a technical background, with an understanding of SAS software, and be prepared to install/distribute the software and provide support to users.

The Chest Order, together with the Licence Terms and Conditions, and any exceptions listed below, create a legally binding contract between your institution, organisation or company and the Licensor. Therefore please read the terms and conditions carefully and only submit a Chest Order if its terms and conditions are acceptable to your institution, organisation or company and you have the authority to make the financial commitment shown.
The SAS Agreement is not a Standard Chest Agreement. Please be sure to read the SAS Licence Terms and Conditions carefully before purchasing SAS Software under this agreement.

Each Licensed Site will pay to Chest a licence fee, plus VAT, according to the products licensed and level of licence, plus a Chest Admin Fee of £350.00. Jisc will invoice Licensee on receipt of a completed Order.
If a Site licences a product(s) part way through a year, monthly pro-rating will apply. Pro-rating will not apply to the Chest Admin Fee. Once a Site has committed for a licence period it will be committed until the end of that period (31 July).
Chest is an Enterprise of Jisc. All Purchase orders must be made out to Jisc, 4 Portwall Lane, Bristol, BS1 6NB to cover all charges plus VAT.
All terms contained in a PO are expressly rejected and do not form part of the Licence or vary the Licence terms in any way.
Payments are due within thirty days of invoice date; recipients of late payments are entitled to interest in accordance with UK statutory provisions.

This current Agreement is an extension of the previous Agreement running for one further year, until 31 July 2025. However, and as detailed more thoroughly on the 'Ordering SAS - 2024' tab, SAS are implementing a system of auto-renewal effective summer 2025. Institutions will be advised by SAS that their licence will auto-renew approximately three months prior to the licence anniversary date; an invoice and new licence codes will be issued approximately one month prior.
The following language is from SAS, the bold passage details the process for terminating your licence:
In order to provide Customer with uninterrupted access to the Software, at the end of each License Period, the Software license will renew automatically for one (1) additional annual License Period unless: (a) an authorized representative of Customer notifies SAS via email at licensing@sas.com at least sixty (60) days prior to the end of the then-current License Period that it intends not to renew; (b) the Software is no longer generally available; or (c) the Agreement has been terminated according to the Termination section of the Universal Terms.

Institutions who have purchase via SAS's Universal Terms Order Form (i.e. new orders) are able to terminate with 30 days written notice. This is detailed at www.sas.com/termination.
The SAS Software installed at the Department, Faculty or Campus may only be remotely accessed by users from, and used in, the UK or Ireland.
If a Department, Faculty or Campus has any users outside of the UK or Ireland who are either directly employed by the site or enrolled on a course/degree offered by a site, such users may remotely access the SAS Software installed at the Department, Faculty, or Campus subject to US and UK export control restrictions.
