The Commonwealth iLibrary has been developed in partnership with OECD Publishing as part of the IGO Partnership Programme.

This Agreement is of 3 years duration. Institutions may join the Agreement at any time during the Agreement period. They will then be committed to the end of the Agreement Period unless they give appropriate notice to cancel.

Eligible Institutions

Universities, colleges and other learning, educational and research bodies in the UK and Republic of Ireland.

Other organisations aligned with JISC’s charitable objectives of supporting education, research bodies and the public sector may ask to participate in the Agreement. JISC will liaise with the Supplier about any such requests.

Background Information

The Commonwealth iLibrary was added into the OECD Chest Agreement in 2017, and remains part of the Agreement, which has been going since 2010. The renewal overlaps with the previous agreement to allow new subscribing sites to participate beyond the expiry of the previous agreement.

The Commonwealth iLibrary offers wide ranging research and knowledge to a variety of audiences:

Most content is available to access in PDF format for subscribers, more recent content is also offered in ePub format; and full READ access for all users by clicking the READ icon. READ editions are optimised for browser-enabled mobile devices and can be read online wherever there is an internet connection - desktop computer, tablets or smart phones. They are also shareable and can be embedded.

Terms and Conditions

The Chest Order, together with the Licence Terms and Conditions and any exceptions listed below, create a legally binding contract between your institution, organisation or company and the Licensor. Therefore please read the terms and conditions carefully and only submit a Chest Order if its terms and conditions are acceptable to your institution, organisation or company and you have the authority to make the financial commitment shown.

Licence Type

This Site licence is subject to the terms and conditions for the Standard Chest Licence for Online Resources except that clause 10.4 has been amended. The amendment is shown at the bottom of this page.

Payment Terms

This Agreement is of 3 years duration, commencing 1 February 2019 and terminating 31 January 2022.

Institutions may join the Agreement at any time during that period.

On receipt of a completed Licence, Institutions will be invoiced for the Agreement year in which the Licence is signed.

For the subsequent years, unless cancellation notice is received by Chest, Institutions will be invoiced three months in advance of the anniversary date of the Agreement, on 1 November 2019 and 2020.

There is monthly prorata charging for Institutions which become licensed partway through a licence year.

Chest is an Enterprise of Jisc. All Purchase orders must be made out to JISC, 4 Portwall Lane, Bristol, BS1 6NB

All terms contained in a PO are expressly rejected and do not form part of the Licence or vary the Licence terms in any way.

Payments are due within thirty days of invoice date; recipients of late payments are entitled to interest in accordance with UK statutory provisions.

What can authorised users do?

The resources can be used for Educational Purposes – defined as:

  • education
  • teaching
  • distance learning
  • private study
  • academic research
  • administration and management of the Licensee’s educational or research operations

Exclusions:

  • See the Licence for any exclusions and restrictions
  • The resources may not be used for anything other than Educational Purposes unless the Licence Extension for Commercial Projects has been bought; this allows use for the restricted “Commercial Projects” defined – see Annex B of the Licence (Licence Extension for Commercial Projects)
  • Downloading of large amounts of material by authorised users that might be considered ‘systematic’.

Termination Clauses

The Fee for early termination in accordance with clause 10.4 of the Terms and Conditions for the Standard Chest Licence for Online Resources is nil.

The Fee for retention rights upon termination in accordance with clause 10.5 of the Terms and Conditions for the Standard Chest Licence for Online Resources is nil.

Post termination copies of parts of the Licensed Material already made and/or used by the Licensee or Authorised Users in accordance with clause 2.2 may be retained and used in accordance with the terms of this Licence Agreement – see Licence Term 10.5

Once the Agreement has terminated then no further access to the service and to future publications will be possible unless the Agreement is renewed or extended.

If the Agreement is renewed or extended then new conditions will apply. If the Agreement is not renewed then renewal is a matter between Institutions and OECD.

Institutions have the right to opt out of the agreement each year by giving notice on or before 1 October to cancel with effective from 31 January the following year.

Personal Licences

Personal licences are not available under this Agreement.

Exceptions to the Terms and Conditions

Please note that clause 10.4 has been amended for this Agreement. The written notice period is now 120 days, and not 60. Therefore, written notice of early termination should be served on or before the 1 October prior to the subsequent term end date of 31 January.

Price for UK HE and FE is based on JISC Bands.

Those organisations without a JISC Band accepted by OECD will be banded on application to Chest Help.
