The Complete Business Reference Adviser. COBRA, the Complete Business Reference Adviser, is used in university libraries, enterprise centres, knowledge transfer activity and careers services. It is a unique online information resource containing a range of business start-up guides, regulatory factsheets, industry reports and updates, as well as a UK-wide directory of local business support schemes. With a subscription to COBRA, your students will have exactly the information they need to research, plan and start up their own business.

Site Licence.
This Agreement is of 3 years duration. Institutions may join the agreement at any time during the Agreement period. They will then be committed to 3 years from the date of issue of the Licence even if this means the Licence will expire some time after the Agreement has ended. However, by giving Chest and the Licensor prior written notice by no later than three months in advance of the anniversary of the Licence Commencement Date shown on the Order the Licensee may terminate the Licence without cause on the anniversary of the Licence Commencement Date subsequent to the date by which notice is given.
30 day trials are available on application to Chest Help – the supplier will requires a contact name and email address to set up.
Universities, colleges and other learning, educational and research bodies in the UK and Republic of Ireland.
Other organisations aligned with JISC’s charitable objectives of supporting education, research bodies and the public sector may ask to participate in the Agreement. Chest will liaise with the Supplier about any such requests.

COBRA is updated on a regular basis, with a considerable amount of the statutory information and compliance data being updated at least once a year. COBRA is updated more frequently if there are critical changes to regulations, statutory bodies or other time-critical factors that affect the content.

Content is updated continually, on a monthly schedule. Most content is fully updated within a two-year window.
A considerable amount of the statutory information and compliance data is updated at least once a year in line with the UK’s regulatory common commencement dates and Chancellors budget.
COBRA is also updated on a more frequent as-needs basis when there are critical changes to regulations, statutory bodies and other time-critical factors affecting individual sectors specifically and all businesses generally.
There are also regular COBRA updates and alerts published at the beginning, and in the middle of each month.
All additions and new functionality will be incorporated at no additional charge.

Licensees may reasonably expect queries to be answered within one working day.
Copying of hardcopy and electronic documentation is permitted.
Cobweb delivers a range of on-site training sessions and business planning workshops, while webinars can also be arranged. Cobweb provides a variety of promotional materials to help universities promote COBRA to staff and students.
The Chest Order, together with the Licence Terms and Conditions, and any exceptions listed below, create a legally binding contract between your institution, organisation or company and the Licensor. Therefore please read the terms and conditions carefully and only submit a Chest Order if its terms and conditions are acceptable to your institution, organisation or company and you have the authority to make the financial commitment shown.
This Site licence is subject to the terms and conditions for the Standard Chest Licence for Online Resources with exceptions given at the bottom of the page.
Jisc will invoice Licensee for the Initial Licence Term on receipt of the Order Form. For the subsequent two years Jisc will invoice Licensee three months in advance of the anniversary of the Licence Commencement Date.
Chest is an Enterprise of Jisc. All Purchase orders must be made out to Jisc, 4 Portwall Lane, Bristol, BS1 6NB to cover all charges plus VAT.
If your institution has a “no PO, no pay” policy, please ensure that you provide valid POs to Jisc Chest to cover subsequent Licence Terms at least three months in advance of the anniversary of the Licence Commencement Date, when our invoices are scheduled to be raised.
All terms contained in a PO are expressly rejected and do not form part of the Licence or vary the Licence terms in any way.
Payments are due within thirty days of invoice date; recipients of late payments are entitled to interest in accordance with UK statutory provisions.

Alumni use is allowed under the Standard Chest Licence for Online Resources and is included in the Fee. Further, and notwithstanding the wording of Definition 1.1(a)(iv) of the Terms and Conditions for the Standard Chest Licence for Online Resources, Alumni may access the Licensed Material on-site or off-site.
The resources can be used for Educational Purposes – defined as:
Exclusions:
Subject to any Fee shown on the Website, the Licensee may retain an electronic copy of the Licensed Material in its archives for reference only. Copies of parts of the Licensed Material already made and/or used by the Licensee or Authorised Users in accordance with clause 2.2 may be retained and used in accordance with the terms of this Licence Agreement.
Institutions may opt out of their three year licence by giving notice no later than three months in advance of of their licence anniversary date. Such notice shall be provided by email to help@chest.ac.uk and will be passed to the supplier.
Personal licences are not available.
Changes to the Terms and Conditions for the Standard Chest Licence for Online Resources.
Term 2 (Licence Grant) - term 2.2(m) is deleted; there is therefore no grant of right to make inter-library loans.
Term 10 (Term and Termination) - term 10.4 is amended to read: By giving Chest and the Licensor prior written notice by no later than three months in advance of the anniversary of the Licence Commencement Date shown on the Order the Licensee may terminate this Licence Agreement without cause on the anniversary of the Licence Commencement Date subsequent to the date by which notice is given.

Prices are for annual fees for subscriptions commencing in the given year. So for example, if you take out a subscription at any point during 2022, the prices for your three year licence will be those shown for 2022, 2023 and 2024.
