Commitment Period 

This Agreement is a continuation of the initial one-year pilot, renewing for a further two years. Institutions may join the agreement at any time during the agreement period.

Eligible Institutions

Universities and other learning, educational and research bodies.

Other organisations aligned with Jisc’s charitable objectives of supporting education, research bodies and the public sector may ask to participate in the Agreement. Chest will liaise with the Supplier about any such requests.

Background Information

This is a publishing pilot. The read element will remain separate from the OA pilot due to the complexities relating to third party providers and to ensure an immediate compliant route for funded authors. Jisc and APA will continue to work together to assess the feasibility of a single combined read and publish agreement when both agreements renew for August 2026 onwards.

A range of publications and collections are available covering topics ranging from Addictions, Anxiety, Children, Depression, Ethics, Race, Sexuality, Stress, Therapy, Workplace Issues and more.


The OA Publishing Pilot is specific to hybrid journals in PsycArticles, which contains the full text of some of the most highly cited publications in psychology.


A total of 86 APA hybrid journals and 15 Hogrefe hybrid titles are eligible are eligible under the OA Publishing Pilot agreement. 

An article cap applies to this agreement. The cap is set at consortium level and is equivalent to 1.5 times the current cap of 354 articles set in the 2022/2023 OA agreement. The new consortium article cap will be set at 531. The article cap includes both APA and Hogrefe titles and will be run on a first come, first serve basis. 

OA articles published during previous periods by UK participating institutions collectively; 

  • Aug 2022-Jul 2023: 85 
  • Aug 2023 to Mar 2024: 66


Should the cap be exceeded; participating institutions will have the following two options:

  • 30% discount off list price APC for both APA and Hogrefe hybrid titles.
  • All authors are entitled to zero embargo Green OA with APA Copyright as per APA’s standard policy: https://www.apa.org/pubs/journals/resources/open-access.
  • Authors whose funder (e.g. UKRI, Wellcome, cOAlition S) and/or institution (e.g. those with Rights Retention policies) require it may attach a CC-BY licence to the accepted manuscript.

The Chest Order, APA Approver information, create a legally binding contract between your institution, organisation or company and the Licensor. Therefore please read the terms and conditions carefully and only submit a Chest Order if its terms and conditions are acceptable to your institution, organisation or company and you have the authority to make the financial commitment shown.

Licence type

There are no specific licensing terms attaching to participation in the Chest APA PsycArticles Open Access Pilot. However, please note that in order to participate you must also be participating in the Chest APA PsycArticles Agreement and have purchased a subscription to PsycArticles through that Chest Agreement for the licence term commencing 1 August 2023.

Payment Terms

On receipt of a completed Order, Institutions will be invoiced for the Agreement year in which the Licence is signed.

Your invoice will use the PO Number(s) that you provide. 

Chest is an Enterprise of Jisc. All Purchase orders must be made out to Jisc Services Ltd, 4 Portwall Lane, Bristol, BS1 6NB

All terms contained in a PO are expressly rejected and do not form part of the Licence or vary the Licence terms in any way.

Payments are due within thirty days of invoice date; recipients of late payments are entitled to interest in accordance with UK statutory provisions.
