The Complete Business Reference Adviser

COBRA, the Complete Business Reference Adviser, is used in university libraries, enterprise centres, knowledge transfer activity and careers services. It is a unique online information resource containing a range of business start-up guides, regulatory factsheets, industry reports and updates, as well as a UK-wide directory of local business support schemes. With a subscription to COBRA, your students will have exactly the information they need to research, plan and start up their own business.

Licence dates: Licences are for a period of 3 years from the start date of the licence.

Eligible Institutions

Universities, colleges and other learning, educational and research bodies in the UK and Republic of Ireland.

Other organisations aligned with Eduserv’s charitable objectives of supporting education, research bodies and the public sector may ask to participate in the Agreement. Eduserv will liaise with the Supplier about any such requests.

COBRA comprises our entire range of factsheets, start-up guides and sector reports, and our UK-wide business support directory.

A subscription to COBRA grants access to:

  • a unique range of detailed start-up guides, sector updates and reports covering the practical trading and regulatory issues in around 600 small business trades and professions
  • practical factsheets, checklists and how-to guides which cover several hundred business-specific regulations, local authority licensing rules and critical trading issues
  • a comprehensive business support directory which provides details of over 3,000 national, regional and local business support and funding schemes, available from over 1,400 public, private and voluntary agencies in England, Wales, Scotland and Northern Ireland.

COBRA is the ideal reference source for business advisers and researchers to help them with:

  • advising and supporting new business start ups
  • due diligence research on small business trades and sectors
  • writing and appraising business plans
  • appraisal and risk analysis of loan and other applications for credit
  • industry insights and market intelligence

COBRA is updated on a regular basis, with a considerable amount of the statutory information and compliance data being updated at least once a year. COBRA is updated more frequently if there are critical changes to regulations, statutory bodies or other time-critical factors that affect the content.

The supplier confirms that throughout the term of the agreement the products will comply with the standards indicated.

Updates

Content is updated continually, on a monthly schedule. Most content is fully updated within a two-year window.

A considerable amount of the statutory information and compliance data is updated at least once a year in line with the UK’s regulatory common commencement dates and Chancellors budget.

COBRA is also updated on a more frequent as-needs basis when there are critical changes to regulations, statutory bodies and other time-critical factors affecting individual sectors specifically and all businesses generally.

There are also regular COBRA updates and alerts published at the beginning, and in the middle of each month.  

Alterations/Additions

All additions and new functionality will be incorporated at no additional charge.

Payment Terms

On receipt of a completed Order Form Institutions will be invoiced for the Licence year in which the Licence is signed.

In subsequent years, Institutions will be invoiced three months in advance of the anniversary date of the Licence.

There is no pro-rata charging.

All Purchase Orders must be made out to Eduserv and Eduserv's invoices must be paid within 30 calendar days of the date of the invoice.

Agreement Period

Start date: 1 January 2018

End date: 31 December 2020

Institution Commitment Period

This Agreement is of 3 years duration. Institutions may join the agreement at any time during the agreement period. They will then be committed to 3 years from the date of issue of the Licence even if this means the Licence will expire some time after the Agreement has ended.

What can authorised users do?

The resources can be used for Educational Purposes:

  • education
  • teaching
  • distance learning
  • private study
  • academic research
  • administration and management of the Licensee’s educational or research operations

Exclusions

  • See Licence Term 3 for exclusions and restrictions
  • The resources may not be used for anything other than Educational Purposes
  • Downloading of large amounts of material by authorised users that might be considered ‘systematic’.

Termination Clauses

Subject to any Fee shown on the Website, the Licensee may retain an electronic copy of the Licensed Material in its archives for reference only. Copies of parts of the Licensed Material already made and/or used by the Licensee or Authorised Users in accordance with clause 2.2 may be retained and used in accordance with the terms of this Licence Agreement.

Institutions may opt out of their three year licence by giving notice at least 100 days in advance of their licence anniversary date. Such notice shall be provided by email to help@eduserv.org.uk and will be passed to the supplier.

Personal licences are not available.
